
Inaugural Lviv Regional Cyber Resilience Forum-2024
On July 24–25, 2024, the city of Lviv hosted the inaugural Regional Cyber Resilience Forum, organized by the National Cybersecurity Coordination Center under the National Security and Defense Council of Ukraine. The event was supported by CRDF Global (USA) and the U.S. Department of State.
Over the course of two days, the forum featured three panel discussions, more than 30 expert presentations and workshops. Key topics included:
- Cybersecurity at the regional level;
- Cyber resilience of critical infrastructure;
- Ukraine’s experience in countering Russian cyber and information aggression;
- Combating disinformation in the energy sector, including nuclear energy.
The forum brought together more than 400 participants, both in person and online.
FIMI experts Ivan Fannin and Olena Kotelianets presented a report on Russian propaganda targeting the energy sector, with a particular focus on nuclear energy and efforts to counter such influence.
Their presentation included an in-depth analysis of specific information attacks recorded in 2023–2024. The experts emphasized that these disinformation campaigns often coincided with Russian missile strikes on Ukraine’s energy infrastructure and were designed to sow confusion, weaken international support for Ukraine, and incite panic among the population.
The experts highlighted the critical importance of coordinated action between government agencies and critical energy infrastructure operators to strengthen resilience against hostile influence operations and improve media literacy across society.
